Yes. COBRA coverage provides a last line of consumer protection to ensure that some people will not be left without any health insurance. The Affordable Care Act did not change COBRA law.

There is a catch, however, under the Affordable Care Act that a person eligible for COBRA is not eligible for a premium subsidy through the Health Insutance Marketplace.
